Can a Dog Be Declared Dangerous Even If It Didn’t Bite Anyone?

  • Lunges or charges at a person or animal in a threatening manner.

  • Escapes from its enclosure and causes fear or injury, even without biting.

  • Kills or seriously injures another pet without provocation.

  • Exhibits repeated aggressive behavior that makes people reasonably afraid for their safety.


Each case is assessed individually, and the town or city’s hearing authority will decide whether the dog is dangerous based on witness testimony, past behavior, and evidence presented.
